Just for the archives...

I identified two big causes for this error message, both of which were
relevant to our problem reports:

1) The LogonSMTP method requires a valid email address for the sender. If
this is blank for any reason then this error message results.

2) CDONTS requires a local SMTP Service, and this comes as part of IIS.
Hence, trying to use CDONTS on a machine without IIS results in this same
error.
